Notice of Race
1. Organising Authority
1.1 The organising authority is Dale Yacht Club in conjunction with Pembrokeshire Cruiser Racing Club (PCRC)
1.2 Competitors should note that Dale Yacht Club will implement the RYA Racing Charter and they will be required to undertake to sail in compliance with the Charter, which can be found at the front of the RYA rule book (Racing Rules of Sailing 2009-2012).

2. Rules
2.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2009 - 2012.
2.2 The following will apply. The IRC Rules Parts 1, 2 and 3, the Portsmouth Yardstick Handicap Rule (PY), Class Association Rules as appropriate or Offshore Racing Congress (ORC) Special Regulations Category 4, precriptions of The Royal Yachting Association (RYA), the Notice Of Race (NOR), and the Sailing Instructions (SI's). In case of conflict between the NOR and the SI`s, the SI`S will take precedence.
2.3 The Exoneration Penalty ( and the Advisory Hearing and RYA Arbitration ) of the RYA Rules Disputes Procedure will be available.
2.4 Yachts shall not obstruct or impede the passage of commercial shipping under control of the Milford Haven Port Authority. Any yacht doing so shall be liable to disqualification.
3. Classes
3.1 The intended class flags and division splits are as follows: (this may change dependent on number of entries)

The committee reserve the right to change the division splits and to allocate boats to divisions as it sees fit.
3.2 If four or more sports boats enter they will sail in thier own class as part of class 1
3.3 If five or more Achillies 24 class enter they will sail in Class 4, they will constitute their own fleet and fly pennants as in para. 3.1 otherwise they will sail in Class 4 as induvidual Yachts.

5. Eligibility and conditions of entry
5.1The regatta is open to all boats of the IRC and PY Rating Systems.
5.2 Eligible boats may enter by completing an entry form which is available from the event secretary at the address in 1.3 or by down loading an entry form from the PCRC web site www.pcrc.info, together with the required fee and if entering IRC Divisions a copy of a valid IRC2008 certificate to the contact details given in para. 1.3.
5.3 Boats shall submit a copy of their IRC certificate not later than 1 hour prior to the start of the warning signal for their division on that day. No alteration in a boat's TCC will be permitted after this time, except as a result of a rating protest, or to correct rating office errors.
6. Fees
Required fees for all entrants are as follows:
For full three days sailing:
£55 for the weekend.
For individual days
£20 per day.
A £5 discount will be allowed to non-members of PCRC for the full event prior to 6th August. 2009.
A £10 discount will be allowed for PCRC members entering for the full event prior to 6th August 2009.
Only one discount will be allowed.
7. Schedule
7.1 Registration
Registration for the whole weekend is:
Saturday 28th August at Dale Yacht Club: - From 18:00 To 21:00
Registration for daily entrants is:
At the Race Office (to be announced): - From 08:30 to 09:30
7.2 Dates of Racing
Racing will be held for all classes on each day from Saturday 29th August to Monday 31st August inclusive, with a mixture of fixed and laid courses including Windward / Leeward or Olympic type, Round the Cans and Coastal. The gentlemans class will not be required to race Olympic courses. The first warning signal each day will be at 10:55am.
Racing will take place within Milford Haven Waterway and the approaches.
7.3 Number of Races
There will be a maximum of 5 races with a maximum of 2 on any one day.
7.4 The scheduled time of the 1st warning signal each day is:

Note:- These times nay be varied according to entries.
8. Measurements
A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.
9. Sailing Insturctions
The sailing instructions will be issued at registration and may be available at www.pcrc.info after 30th April 2008.
10. Courses
The courses to be sailed will be those shown in the sailing instructions.
11. Scoring Penalty
The scoring penalty rule 44.3 will apply as written
12. Use of Engine
In order to avoid any potentially dangerous situations, yachts may use their engines to motor clear, provided this is done in such a way as not to give unfair advantage. Yachts that do use their engine in this way shall report the circumstances to the race committee within an hour of finishing any race, which may or may not apply a penalty
13. Radio Communication
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
14. Prizes.
Prizes will be given to the first three competitors in each class for each day and for the first three competitors of each class for the overall series. On days when there are more than one race the race results will be combined for the days prizes. For the series prizes all individual races will count and to qualify a competitor must start in all races.. This alters appendix A2.
15. Disclaimer of Liability
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
16. Insurance
Each participating boat shall be insured with valid third-party liability insurance to a minimun value of £2000000.
17. Berthing
There is a free, public pontoon moored to the north of the Dale Small Boat Moorings. A free ferry service will operate from the Dale Pontoon, near The Griffin Inn, before and after racing and to a reasonable hour (to be notified) into the evening. It should be noted that the moorings in Dale Roads are private. Dale Roads has predominantly good holding ground; responsibility for adequate ground tackle lies with the owner/skipper.
18. Trash Disposal
Boats shall not put trash in the water. All trash must be disposed ashore
19. Social
Skippers briefing will be held at 2000hrs on 28rd August in Dale Yacht club.
SATURDAY 29th AUGUST
Prize giving at 1800 in Dale Yacht Club. The Commodores Reception will take place in Dale Yacht Club, places are limited (menu details will be on PCRC.info as soon as finalised), early booking is reccommended via contact in para. 1.3. Live music by ’Angel Fish’ in the village hall with bar.
SUNDAY 30th AUGUST
Prize giving at 1800 in Dale Yacht Club. A tug of war competition and ’blindfold dingy race’ Live music by ’Legless’ in the village hall with bar.
MONDAY 31st AUGUST
Overall prize giving in Dale Yacht at 1600. Breakfasts and pack lunches available in Dale Yacht Club from 0730 on all race days.
